Ukraine has a long and deep connection with Canada. The Ukrainian Canadian community is one of the largest and most established in the country, numbering over 1.3 million people of Ukrainian descent. Canada is home to the largest Ukrainian diaspora outside of Europe, with deep cultural roots dating back to the late 19th century.

In recent years, Ukrainian immigration to Canada has increased significantly, with both Express Entry and special programs such as the Canada-Ukraine Authorization for Emergency Travel (CUAET) providing pathways. Ukrainian applicants bring strong technical and professional skills, particularly in IT (Ukraine has one of the world's leading tech outsourcing sectors), engineering, science, and healthcare.

  • Romania (Bucharest): Available
  • Germany, Czech Republic: Additional options
  • Canadian cities: For those already in Canada

PTE Core

PTE Core may be available in select locations. Many Ukrainian applicants take language tests in Poland or other European countries.

TEF and TCF are available through Alliance Francaise and Institut Francais centres in Poland, Romania, and other European countries. Learning French is an effective CRS strategy for Ukrainian applicants.

Ukraine has a well-regarded education system, particularly in STEM fields:

  • Specialist degrees (Spetsialist, 5 years, now discontinued): Assessed at master's level

  • WES: Requires transcripts and diplomas. Documents in Ukrainian need certified English or French translation. Given the current situation, WES has been flexible about document delivery from Ukrainian institutions.
  • IQAS: Also accepts Ukrainian credentials

  2. Apply through the Ukrainian consulate if abroad
  3. For Ukrainians in Canada: Ukrainian consulates in Ottawa, Toronto, and Edmonton can assist

For Ukrainians in Canada, medical exams can be completed with any IRCC panel physician in Canada. For those in Europe, panel physicians are available in Poland, Germany, and other EU countries.
