What is ESDC?

Employment and Social Development Canada (ESDC) is a federal government department responsible for developing policies and programs related to employment, labour, and social development. ESDC operates through Service Canada and is responsible for processing Labour Market Impact Assessments (LMIAs) for employers seeking to hire foreign workers.

Why It Matters for Newcomers

ESDC plays a direct role in immigration through its management of the LMIA process. It also oversees the National Occupation Classification (NOC) system used to classify jobs for immigration purposes. Additionally, ESDC administers employment standards, workplace safety regulations, and social programs.

Key Functions

ESDC manages Employment Insurance (EI), the Canada Pension Plan (CPP), Old Age Security (OAS), and the Canada Student Loans Program. For immigration specifically, ESDC assesses LMIA applications and determines whether hiring a foreign worker will have a positive or neutral impact on the Canadian labour market.

Quick Tip

If your employer needs an LMIA to hire you, direct them to the ESDC website for the application process. Processing times vary by stream, but the Global Talent Stream offers a two-week processing standard for certain in-demand occupations.
