What is a CSQ?

The Quebec Selection Certificate (Certificat de Selection du Quebec, or CSQ) is a document issued by the Quebec provincial government confirming that an applicant has been selected for immigration to Quebec. Quebec has its own immigration system separate from the federal programs, and the CSQ is the first step in obtaining permanent residence through Quebec.

Why It Matters for Newcomers

If you want to immigrate to Quebec specifically, you must first obtain a CSQ from the Quebec government before applying to IRCC for permanent residence. Quebec has its own selection criteria, including a strong emphasis on French language ability.

How It Works

You apply to the Quebec Ministry of Immigration (MIFI) under one of their immigration programs, such as the Quebec Skilled Worker Program or the Quebec Experience Program (PEQ). If selected, you receive a CSQ, which you then submit with your federal permanent residence application to IRCC.

French language proficiency is heavily weighted in Quebec's immigration programs. If you plan to apply through Quebec, investing in French language training and obtaining strong TEF or TCF scores will significantly improve your chances of receiving a CSQ.
